Right now, New Zealand law allows dogs to be killed without veterinary oversight. A disturbing video from overseas shows a dog being killed by blows to the head, to be eaten. While many believe “that could never happen here,” the truth is our current animal welfare standards don’t actually prevent it.

Under the current Minimum Standard No. 21(a), dogs can be euthanised by anyone, as long as “death occurs quickly and pain and distress is minimised.” But this vague standard isn’t enough to protect our loyal companions.
We’re calling on the Government and NAWAC to amend the code so that, if necessary, dogs can only be euthanised by a qualified veterinarian.
Our dogs give us everything. They deserve a peaceful, humane passing, not just the bare minimum.

No More Cruel Killings
Petition to the Minister of Animal Welfare and NAWAC
We, the undersigned residents and citizens of Aotearoa New Zealand, call on the Government to:
Update the Minimum Code of Welfare to require that dogs are euthanised only by a veterinarian.
This is already best practice, (“best practice” means the highest standard of animal care to aim for, beyond the legal minimum required to prevent cruelty), but it should be the legal minimum.
We ask NAWAC (the National Animal Welfare Advisory Committee) to formally review the Minimum Code of Welfare for dogs and follow the standard regulatory process to update it. We are proposing that best practice (euthanasia by a veterinarian) be moved into the minimum standard. By updating the minimum standard, we’ll protect dogs in New Zealand from cruel, prolonged deaths.
